The City of Grover Beach, County of San Luis Obispo and 5Cities Homeless Coalition (5CHC) are making progress on the construction of the temporary emergency shelter on 16th Street and Long Branch Avenue in Grover Beach to better assist those experiencing homelessness. The independent cabins were installed on September 1, and the facility is expected to officially begin operations in late September.
In September 2021, the County of San Luis Obispo (SLO) Board of Supervisors adopted an ordinance establishing safety standards for any emergency shelter facility on County property. This authorized SLO County, the City of Grover Beach and 5CHC to begin the design and construction of a temporary emergency housing shelter on County owned property.
“We are very pleased with the progress that has been made on this project, and opening this facility is a big step in the right direction,” said Grover Beach Mayor Jeff Lee. “As the first shelter space in South County, we look forward to the positive impacts this will have on communities throughout the region.”
The temporary emergency shelter will utilize a non-congregate housing model allowing individuals to be housed in independent cabins, or pallet shelters, rather than sleeping in a communal space. This approach is more efficient from a construction standpoint and reduces individuals’ exposure to airborne heath challenges.
5CHC has extensive experience in helping homeless individuals become self-sufficient members of the community. The facility will operate with 24-hour staffing and implement curfews, security cameras and more. In partnership with the County, 5CHC will provide tailored services for each individual to help lift them into permanent housing. While issues are not anticipated, 5CHC will work closely with the Grover Beach Police Department to implement safety measures.
In the next month, Grover Beach will continue its clean up efforts to improve the conditions on El Camino Real by removing trash and deep cleaning the area. Homeless individuals will be offered temporary storage for personal items and connections to services and housing.
“The increase in encampments have emphasized the need for a safe and well-structured shelter in Grover Beach,” commented Grover Beach City Manager Matt Bronson. “We are excited to provide the new temporary housing facility as it will help ensure the safety and well-being of those experiencing homelessness, as well as the entire Grover Beach community.”
This homeless facility lays the foundation for the City of Grover Beach, SLO County and 5Cities Homeless Coalition to address the statewide homeless crisis with resources that will directly help those who need them.
