The RHN Overlay District and the development of parcels within the Overlay are intended to meet housing needs within the City and to help the City comply with its Regional Housing Needs Allocation (RHNA) obligation. It is the intent of the City Council that parcels that qualify for development as RHN Overlay projects be included in the City’s Housing Element Sites Inventory of land suitable for residential development. The City’s Housing Element is required to accommodate a diversity of incomes by zoning lands for a variety of densities (dwelling units per acre) and housing types.
