Shortly after midnight on December 9, 2025, tenants living in a multi-family residence on the 1400 block of Vine Street contacted emergency services to report that an upstairs neighbor was causing property damage and flooding the building. Responding officers identified the suspect as Michael Mogge, age 55, of Paso Robles.
According to police, Mogge refused repeated attempts at communication from officers and a crisis negotiator. During the standoff, he continued to throw objects out of windows, break additional windows, and started a small fire on an upstairs balcony. The fire extinguished itself without further incident.
Officers secured the scene and maintained surveillance until about 9:30 a.m., when Mogge again threw items from his window and declined requests to come downstairs or speak with police, family members, or mental health professionals. He persisted in damaging property despite ongoing negotiations.
Detectives obtained both an arrest and search warrant for Mogge. Officers used chemical agents and diversionary devices in an effort to persuade him to surrender; however, he did not comply. With support from the Paso Robles Fire Department, law enforcement entered the residence through an upstairs balcony around 1:00 p.m. Mogge attempted to escape by jumping from the roof and sustained injuries during his fall.
Police stated that Mogge received medical treatment at a local hospital before being booked into San Luis Obispo County Jail on charges including felony vandalism (PC 594(b)(1)), arson (PC 451), and resisting a police officer with violence (PC 69).
