Update - Double Fatal Collision Investigation

UPDATE:

The San Luis Obispo Police Department submitted the investigative report to the SLO County District Attorney’s Office regarding the tragic deaths of two community members, which took place near the 3400 block of Sacramento Drive on November 21, 2022.

After review of the case, the District Attorney’s Office filed two felony counts of Gross Vehicular Manslaughter [Penal Code 192(C)(1)] against Daniel Saligan Patricio, a 24-year-old male resident of San Luis Obispo, and obtained a warrant for his arrest.

On February 27, 2023 at approximately 1:15pm, San Luis Obispo Police Department Detectives contacted Saligan Patricio at his place of employment and arrested him without incident. He was transported to the San Luis Obispo County Jail where he was booked on the charges. His bail is set at $200,000.

“SLOPD is committed to the thorough completion of all investigations. We appreciate the patience of the community while we worked towards providing important answers to family members and our community in ultimate pursuit of justice,” said San Luis Obispo Police Chief Rick Scott. “We have been in close communication  and supported the families of the victims throughout this difficult process and hope that they get the justice they seek and the closure they need.”

The police investigation shows that in the early evening hours of Monday, November 21, 2022, Mr. Patricio sped through a curve near the 3400 block of Sacramento Drive, lost control of the vehicle, and struck and killed Matthew Chachere and Jennifer Besser, and their pet as they were walking their dog at the time.

The investigative reports indicate that the force of the impact of the collision knocked the couple into the adjacent wooded area and down into a dry creek bed where they remained undetected in the darkness and vegetation. When officers responded to the scene of the accident, Mr. Patricio either did not know or failed to notify police that he may have struck two people and a dog. The couple was found under heavy brush near the accident location late the next day after family reported them missing.
